Symptoms

Users can successfully log into the Ashburn region (primary Oracle Cloud region).  User attempts to change the Cloud region to another region via the console, the console displays the following error: 

Access had been successful up to this point.  Users have attempted to open the console on other browsers and modes (inPrivate, incognito, etc...) to avoid cookies left from other sessions with no success.
