Symptoms

On : 11.13.19.10.0 version, UK Payroll

ACTUAL BEHAVIOR
---------------
For a new starter when a sickness Absence is entered in their first pay period of joining before their first payroll run,
the system generates "Payroll changed during the relevant period" certificate and thus SSP is not paid.
 

EXPECTED BEHAVIOR
-----------------------
Payroll changed during the relevant period" certification not to be issues for new starters.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Hire employee
2. Add sick pay absence
3. Certificate for "Payroll changed during the relevant period" generated automatically.
