Why Is Metadata Upgrade Task Still Showing Up In The List As Not Started, Even If Already Submitted (Doc ID 2648004.1)

On : version, Accounts, Contacts, Households

Metadata upgrade task "Standard objects involved in a cross-application relationship might not be visible on ADF pages if new security privileges are provisioned during the upgrade." still shows up in the list as not started, even if already submitted - how to understand why and solve the issue?

Task was submitted by hitting "Upgrade" and the confirmation message appeared.
But when done, the task is still visible as "not started". There's no certainty whether task was successfully completed or not. Would this be expected?
