Promotion Creation Process Displays Error "0" Message (Doc ID 2648061.1)

Symptoms

When creating Promotion or clearance the application generates error with message "0".

Steps to reproduce: 

1.) Login to Pricing application.
2.) Create a Promotion Group.
3.) Add a Promotion.
4.) Notice the error message shown with text "0" at the last step of adding a promotion.
