The Worker can't Align a goal on a Colleague or Manager Shared goal.
 
 
Steps to reproduce
------------
The issue can be reproduced at will with the following steps:

1) User is trying to align to a colleague Goal.
2) There are no suggestion to display. The Goal can't be aligned
