Cannot Create Invoice Using Receivables Invoice REST Webservice (Doc ID 2649489.1)

Symptoms

On : 11.13.19.10.0 version, Billing - Transactions
OIC integration contains a Rest connector pointing to receivables invoice rest web service. Since February 6th this web service throws HTTP 400 error, but a day before was working without problem.
the following error occurs.

"...returned a response status of 400 Bad Request...

...400 Bad Request Error indicates that the target service is unable (or refuses) to process the request sent by the client (Oracle Integration Cloud), due to an issue that is perceived by the server to be a client problem. You can trace the cURL representation of the request sent to the target service from the Oracle Integration Cloud server logs. Try invoking the target service using cURL. It may also be that one of the intermediaries (proxy, LBR) could be returning this code..."

The issue can be reproduced at will with the following steps:
1. set up OIC integration
2. use as normal

The issue has the following business impact:
Due to this issue, users cannot use REST service since 2/6/20.
