Salesforce App Integration error occurs in Identity Cloud Service (IDCS) (Doc ID 2649764.1)

In IDCS, Test Connectivity displays a Salesforce App Integration error.

It is not possible to connect to the target-managed app. The cause of the error is as follows:
HTTP 400 Error: The input can't be parsed, or the input doesn't match the required entities or validation failures. {"error":"invalid_grant","error_description":"authentication failure"}.
