Legal Employer Is Blank In Manage Employment

Legal Employer is Blank in Manage Employment
When a HR user does not have access to a particular Legal Employer (E.g. Company ABC), the user will see blank value for the Legal Employer field on Manage Employment page for employees who belong to that Legal Employer.
However, if a HR user does not have access to a particular Business Unit (E.g. Business Unit XYZ), the user will still see "Business Unit XYZ" for the Business Unit field on Manage employment page for employees who belong to that Business Unit.
Why is the Legal Employer field behaving differently than the Business Unit field? Why is the security working only at LE level and not BU level.
However, the same user when navigates to Directory and searches for an employee belonging to that LE, then we are able to see the LE. Why is there discrepancy in the system?
Please change it so that it behaves like Business Unit field.
