Nothing Works After 19.4.3 Update for instances with BYODB feature (Doc ID 2650673.1)

Symptoms

Since the VBCS 19.4.3 update nothing in our dev or production VBCS environment works. None of the apps we have deployed work and even the design time does not show my apps.

The error is typically in this form:
