Owner Field Shows Inactive Users - How to Inactivate Users

1) When selecting/changing an owner on an object we would like only 'active' users to appear by default.
On the layouts where a filter can be added to the owner field, the 'user account status' is not available to use as filter criterion.
I have created the custom resource layout to try and add the 'user account status' field but it is not available.
How can we default filter the owner list on all of our objects to only show the active users?
2) You mentioned that the 'end date' needs to be set in addition to inactivating the user and then later you said we should not be using the security console to make users inactive. So, by making the user inactive in security console and then setting the end date on the associated resource are we doing it wrong? If so, what should the process of making a user inactive be?
