PRC:PO: Conversion Rate Date Is Not the Same as the PO Create Date (Doc ID 2651159.1)

Goal

Requirement for the Purchase Order (PO) Conversion Rate Date to be the same as the PO Create Date.
Currently the Conversion Rate Date defaults with the system date which is based on the database timezone.  If the Conversion and Create dates are not the same, then the system is not able to auto-create POs.
