Manage Committed Costs Shows Requisition As Commitment Even After Matched Purchase Order Was Created (Doc ID 2651305.1)

Symptoms

On : 11.13.19.10.0 version, Other Issues

Purchase Order (PO) was created from a requisition (REQ) which was showing as commitment initially. Now, seeing both the PO and REQ as commitment on Manage Committed Costs page.

Expected Behavior
Once the requisition has been changed into a PO, it should not show as commitment.

Steps
1. Create Purchase Order from requisition (which was already coded to a Project).
2. Run Update Project Performance Data.
3. Manage Committed Costs shows both the requisition and purchase order as commitment.
