Symptoms
OCI DBS Shape Change failed in UI Console showing message similar to below :
Update DB System Shape operation failed due to an unknown error.
Refer to work request ID updateDbSystemScaleShape-cc56210f-f1d9-4330-bbfe-xxxx-ocid1.dbsystem.oc1.eu-frankfurt-1.abtheljreauxxxxx... when opening a Service Request at My Oracle Support.

Shape change is stuck in "progress" in UI Console
dbcli describe-job -i <job_id> will show :
DCS-10001:Internal error encountered: Unable to update Db params
DCS logs will show :
ORA-32001: write to SPFILE requested but no SPFILE is in use
It can fail or be stuck for both pre or post action
DBCLI will show following error :
