In Grants we can not see all employees/users in the Manage Resources page to make them Contract Administrator or PI (Doc ID 2652248.1)

When setting up Grants  not able to find all employees/users in the Manage Resources form to make them Contract Administrator Or PI of grants.
Most of the employees are not available in the Manage Resources page to choose.
All employees were loaded into the system the same way using HCM loader.  However out of 158 employees only 9 show up to be selected as a Resource.
All of them are employees and have Jobs and assignments.
The same issue is observed when in Procurement and Enterprise Contracts to select resources.    


1.Complete batch import of users using HDLHDL loader.
2.Navigation >Setup and Maintenance> Grants Management>Foundations>Manage Resources
