Notifications Not Sent from IDCS for New Created Users In IDCS While the Users Are Sync'ed from Fusion App (Doc ID 2652989.1)

IDCS has new users synchronized from Fusion App but users are not getting welcome/account activation emails.  This document provides instructions on how to enable sending welcome emails when new users are sync'ed from Fusion App
