Failure To Assign Application Access To Users

When attempting to manage application access, it is not possible to provide access to any new users.
To be able to provide application access to new users.
The issue can be reproduced at will with the following steps:
1. Access Primavera Administration --> User Administration --> Manage Application Access
2. Attempt to "Add" a user to the "Selected" Column in the "Selected application Access" [pop-up]
3. Observe the reported error in Primavera Administration --> User Administration: 0 user(s) processed successfully, 1 user(s) failed.
The issue has the following business impact:
Due to this issue, it is not possible to provide application access to any new users.
