Symptoms
A network scenario is set up where one of the legs has VIA arbitraries. The Rate for this leg is set to expire on a specific date. When planning, this leg fails to plan despite the shipment being able to start before this expiration date. (this is confirmed by setting the expiration to the future to test and observe that the shipment planned does start before the original expiration date)
