Symptoms

ACTUAL BEHAVIOR
---------------
When submitting ATOM Feed, GET on /atomservlet/employee/empassignment?published-min=2020-02-15T00:00:00.000Z?page-size=4000 , the response doesn't include data for at least two employees that had an assignment change.



EXPECTED BEHAVIOR
-----------------------
The response should include data for all employees whom experienced assignment data updates starting on 2020-02-15 until current date.
