When attempting to open a file stored in UCM, after the HMRC data retrieval process had been run

Content was blocked because it was not signed by a valid security certificate.

The issue can be reproduced at will with the following steps:
1. Submit a process or report> HMRC data retrieval
2. Navigate to UCM
3. Attempt to open the file stored after the retrieval process
