Symptoms
BPM ReqApproval
Approval rule/attribute/condition set up in BPM Worklist is not being triggered.
EXPECTED BEHAVIOR

Approval rule set up in BPM to be triggered.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to BPM > Task Configuration > ReqApproval > Assignees
Create a custom stage/participant
Create an approval rule based on specific attribute.
2. Create a requisition, save and submit for approval
Approval rule is not triggered
Enterprise Manager > SOA Trace does not list Attribute/Condition defined in approval rule being triggered.
