Delay in Receiving Workflow Email and Bell Notification (Doc ID 2654061.1)

Symptoms

 Salary change approvals will go to the manager followed by AOR (Area of Representatives).  Administrators configured the Approval Rule with 24+ AOR users . AOR's are involved in the Approval process configured as single participant. The manager receives notification instantly but there is a 2+ hours of delay for AOR's in receiving both the Email and Bell notification for Approval.

When administrators  use two or three Area of Representatives in the Approval Rule Configuration, there is no delay observed in Email and Bell Notification.
