Unable to Change User to 'oracle' or 'root' After SSH Into JCS VM

Symptoms
Using sudo to to change the JCS user from 'opc' to either 'oracle' or 'root' fails after SSH into the JCS instance.
Commands:
sudo su - oracle
(for oracle user)
sudo su -
(for root user)
Both commands return the following error:
