Performance Issues With Item Creation Using the Upload Process (Doc ID 2655527.1)

Symptoms

When item creation is done using the upload process the approval takes more time then expected.

Steps to reproduce: 

1. Navigate to Item-> Upload items from file.
2. Choose a file (Item Induction Template) from system and click upload.
3. The process is stuck in New status and the records move to approved status very slow.
