FLEX-ID Does not Exist- Journal Line DFF does not load via ADFDI and FBDI (Doc ID 2655792.1)

Symptoms

When importing Journals via FDBI(With validation) below error occurs

FLEX-ID DOES NOT EXIST (SEGMENT=XXXXXXXXXXX)
(VALUESET=LACLS_CO_THIRD_PARTY_ALL) (ID=XXXXXX)  
which means the value (XXXXX7) provided in DFF attribute
LACLS_CO_THIRDPARTY_ID is not valid for the value set
LACLS_CO_THIRD_PARTY_ALLFailure to load seat templates in DFFs for LACLS: Import journals and journals entry

When Importing Journals via FBDI(Without Validation), there is no error while loading however the the journal line DFF's are not loaded.

And when importing journals via ADFDi the DFF value does not appear in the LOV when entering in the spreadsheet.
