Backup Is Failing "EPMLCM-13000: Service Currently Not Available" (Doc ID 2655956.1)

Symptoms


Backups are failing with the error "EPMLCM-13000: Service currently not available."


From the Migration status report click on Migration details

Error:
Source: Document Repository(Application)
Destination: Document Repository(Application Snapshot)
EPMLCM-13000: Service currently not available.


Most likely you will also have performance issues
trying to open the document repository:
Artifact list:  Document Repository

As well as trying to open reporting>explore repository>tools>batch scheduler

If this takes a long time it is a good indicator this is the cause of the issue
You will probably find MANY completed jobs listed that have not been deleted.
