The Approved requisition with source as Procurement not creating TO and getting into error in
Manage supply lines page.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. All the setup are in place .
2. Requisition is created with source as procurement .
3. Transfer not created and errored out in manage supply lines .
