Grant Application Access For User Issue (Doc ID 2656797.1)

Symptoms

When attempting to assign application access for new users in Production P6, it fails with the following error in the User_Administration_.log

ERROR

Creating/Assigning Application Access for Users: 1
Processing User(1/1): <USER>
Assigning Application Access failed for user <USER>
Assigned Application Access for User: <USER>

STEPS

The issue can be reproduced at will with the following steps:
1. Login to Primavera Cloud administration.
2. Create a new user.
3. While trying to assign application access for new users in Production P6, observe the task fails onscreen.
4. Observe the reported error messaging in the log.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, new users cannot be granted P6 application access.
