Symptoms

ACTUAL BEHAVIOR
---------------
Unable to add evaluation category

If click "add category" button, the additional row for new category is available but when hover over the category name it shows an error mark, user cannot write anything in there and also cannot add sub category.

EXPECTED BEHAVIOR
-----------------------
User can add new category


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Workspace, Idea Home
2. Summary & Settings, Workspace, Dictionary
3. Evaluation Category
4. Click Add

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot add evaluation category.
