IDCS: Not Able To Connect On Oracle Cloud Console (OCI one console) (Doc ID 2657366.1)

This is a UCM account but somehow the customer tried to sign in to OCI one console, it throws the error:

Starting from --> View Accounts --> Sign in to Cloud --> input Cloud Account Name --> input username and password, we receive the popoup attached.

After the error, the url in the browser is
https://${IDCS URL}/ui/v1/error?signature={encrypted signature code}
