ACTUAL BEHAVIOR
---------------
 

Current behavior: Individual Compensation Plan (ICP)  has "Payment Start Date" set to "Approval Date". However, once the transaction is submitted and approved, the element is being added to the worker's element entries as of the date the ICD plan was submitted. e.g. 3/1/20


EXPECTED BEHAVIOR
-----------------------
Expected behavior: Since Payment Start Date is set to "Approval Date", we'd expect the element to be added as of the approval date. e.g. 3/13/20
