Admins Unable to Access Environment After Recent Upgrade (Doc ID 2657788.1)

Symptoms

After upgrading an environment Admin users are unable to login to the environment.
Verifying the back-end repositories shows on other admin accounts exist besides the OOTB one assigned to Cloud Operations, additionally no non-OOTB product data or widget code existed.
