Symptoms
On : 11.13.19.10.0 version, Data Load
When attempting to query a specific worker using the GET Method for Oracle Fusion HCM REST API emps end point via the URL
https://<pod-name>.login.<data-center>/hcmRestApi/resources/11.13.18.05/emps/{empsUniqID}
and parameter: empsUniqID=person_id=100000000123456, the following error occurs within the payload response

Not Found The requested URL /hcmRestApi/resources/11.13.18.05/emps/100000000123456 was not found
STEPS

The issue can be reproduced at will with the following steps:
1. Attempt to query Oracle Fusion HCM REST APIs emps end point via EmpsUniqId value 10000000038578
2. Encounter error message
