Able To Select Past Date For Ind.Comp Start Date Only After Selecting A Future Date First (Doc ID 2658074.1)

Able to select past date for Individual Compensation Start Date only after selecting a future date first

Individual Comp Plan
Payment Start Date = User chooses date
1. Login as a Manager
2. Go to My Team > Go to Individual Compensation for an employee
3. Award Compensation > Select the above Plan and Option
4. Notice the Start Date is defaulted to System Date. Click the date dropdown and notice that the Calendar shows only today/system date and all future dates enabled. All past dates are disabled. Select a future date
5. Then again open the Calendar date picker and notice now even the past dates are enabled

Please note that this can be reproduced with any plan having the Payment Start Date = User chooses date. Also, please note that this behavior is only for managers, from HR pages, its working fine.
