OAC: Saving An IDP For SSO Throws The Error: The Icon URL format is invalid (Doc ID 2658132.1)

Symptoms

On configuring SSO for OAC ...

An Identity Provider (IDP) has been successfully created in the IDCS Console > Security > Identity Providers page. 

The IDP is later edited so that an Icon can be added to the IDP. 

Click the Upload button > Select a .jpg file > Click OK ... and see the image is shown in the Icon option ... but on clicking the Save button, the following error is thrown:-

Cannot save Identity Provider <IDP Name>. The Icon URL format is invalid. The URL format should be like this example: http(s)://something.com/foo/bar.
