Symptoms

When attempting to ship confirm a shipment an error is raised:

The shipment lines <shipment line> with items <Item> in this shipment do not satisfy inventory controls.

The issue can be reproduced at will with the following steps:
1. Create an Order and orchestrate through to Shipping.
2. Pick Items and Create a Shipment.
3. The error is raised when the shipment is ship confirmed.
