Fusion Global HR: Document Delivery Preferences Appears in Person Management Search despite being Disabled (Doc ID 2659006.1)

Symptoms

We have disabled the "Document Delivery Preferences" action under the "Personal and Employment" menu and it is turned off completely.

However, when navigating to Person Management, search for users, and select the "Actions" icon, the option is still showing.
