ACTUAL BEHAVIOR

Invoice cannot be validated even when funds are no longer required due to a budgetary hold

EXPECTED BEHAVIOR

Invoices should remove the budgetary hold when funds pass or are not required.

Budgetary settings are changed so that invoices no longer require budgetary control
