How Project Costs are calculated in Project Plan?

On : 11.13.20.01.0 version, Set Up Project Management-Define Project Control
When project planning is done at the resource level of named person the following was observed.
Even though someone was added to a project on any date of the month (Other than the first date) ,the system always take the first date of the period (in this case First date of month) for defining/calculating the cost rate.
This happens even if the resource wasn't even in the system on the first date . So why is this happening? Is this the functionality?
