Symptoms

Running the 'Publish Enterprise Data' Global Scheduled Service deletes/inserts calendar data that had been published with the last execution of the scheduled service job, but the data has not changed since last execution. This occurs when the CALENDAR.update_date value does not exceed the calendar's safety date.
