HDL CostAllocationAccount.dat file--able to load object records with sum of proportion/percentage less than 100% (Doc ID 2660371.1)

Symptoms

When loading Cost Allocation Account V3 object records using HDL (HCM Data Loader) where the sum of the proportion/percentage is less than 100%, the object records load without errors within HDL, but the following warning message in front end (User Interface / UI) occurs for users in those loaded records.

WARNING
---------------
The sum of percentages used to allocate costs for the object COST of the type ASG is more than zero percent but less than 100 percent. (PAY-1363186) Details. The unallocated percentage will be costed to a default account derived from the employee's department or payroll. To avoid allocating costs to the default account, change the percentages for the allocated costs so they total 100 percent, or delete all of the allocations. Do you want to continue?

Via the UI / front end the user must click OK to bypass the warning

EXPECTED BEHAVIOR

Expect the HDL load to return the same warning message, and the load should not complete for those object records

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Load attached CostAllocationAccountV3.dat successfully, where sum of the proportion/percentage is 99% for all records
2. Creating similar records in the UI returns the warning message, in which user needs click OK to complete the process
