Symptoms

Actual Behavior :

Getting 403 Forbidden Access Error when navigating to custom CSV/XML Upload screen

Expected Behavior:

There should not be any errors while navigating to the page

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

1. Create a custom menu with external URL for CSV/XML Upload
2. Navigate to the custom menu
3. Its completing in Error
