Symptoms
On : 11.13.19.10.0 version, Manage Collections-Manage Collections Work
In Advanced Collections, once the current task is executed, the strategy doesn't activate the next one.The tasks gets stuck with the status "To Be Created".

The issue can be reproduced at will with the following steps:
1. Define collections strategies
2. Run Collections Scoring and Strategy Assignment
3. Complete first manual task in the list
