DEA’s deductions come before a non-priority order.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add a Direct Earning Attachment component detail for an employee.
2.Add a Non-priority Attachment of Earnings Order component detail for an employee.
3. Calculate payroll
