Error: "You are not authorized to access this page. Contact administrator" When Attempting to Login with IDCS Account in OAC Essbase

Symptoms
After logging in with a service account error page "You are not authorized to access this page. Contact administrator."
Account is configured as a service administrator in IDCS.
Also, the same id cannot log in the MaxL client.
login <USER> <PASSWORD> on <URL>;
ERROR - 103 - Unexpected Essbase error 1051293.
ERROR - 1040053 - Login failed with error 1051293. Verify the URL and the login credentials.
Errors in logs have the following:
