Manager change causing a partial time card

We have an employee with a manager change happening in the middle of the week. Except for the manager change there are no other changes. No changes to the HCM group or Timecard Layout or Worker Time Entry profile but yet for some reason, system is only creating a partial week timecard.

1) System should not create partial timecard for manager change
2) How can employee enter time for the complete week on one timecard?

System should not create partial timecard for manager change when employee remains in the same Profile.

The issue can be reproduced at will with the following steps:
1. Enter manager change on 1/26
2. Create time card for week.
3. Time Card creates for 1/23 to 1/25 w/ split.
4. When attempt to create timecard for 1/26, does not create.
5. Unable to pay this employee for full week due to split of timecard not creating.

The issue has the following business impact:
Due to this issue, users cannot create timecard for the full week.
