Symptoms

On : 11.13.19.10.0 version, Global Human Resources

When attempting to added a new emergency contact in fusion and set as primary,
the following error occurs.

ERROR
-----------------------
You can select only one contact as the primary contact(PER-1531562)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1.The old emergency contact is deleted
2. Enter the new emergency contact with relationship start date as of old emergency contact
3. Received error: You can select only one contact as the primary contact(PER-1531562)
