HRHD Issue: Emails Are Sent To The Wrong Employee's Email Ad (Doc ID 2662656.1)

Customer has few employees which were created without an email address and the email address has been updated before going live.
In Manage Users customer can see the correct email address.
But when an SR is created for those employees, the creation notification and any response composed by the HRHD users - are sent to a wrong email address.
