Symptoms

In USM 19.0.001.1 (Stage)

While trying to login to USM (Universal Service Mapper), getting Error 404 -- Not Found.

Steps To Recreate:
1. Invoke https://<SERVER>:<PORT>/usm/
2. Enter username and password.
3. Notice the Error 404 -- Not Found
