Oracle Fusion Goal Management - How to make a DFF on HRG_GOALS mandatory on screen?

Customer added a new DFF on the HRG_GOALS descriptive flexfield. It is visible for both Employee and Line Manager. However, they are not being able to make the field mandatory via sandbox or via HCM Experience Design Studio. Can you please let us know where we need to set it up to make the field mandatory?
