PD Cloud does not allow new CO with later effective date.

1. Create an item Item1.
2. Create Change Order CO1 and add Item1 to it with future effective date. CO1 is in schedule state.
3. Create another Change Order CO2 and add Item1 to it. When try to put effective date later than that of CO1, system through an error message "The new effective date for the affected object ###### is equal to or before the effective date ######## of the predecessor item"
